Steps to reproduce:
Have an extension that replaces your new tab page (in my case https://addons.mozilla.org/en-US/firefox/addon/umibo/). Create a new tab and try typing.
Actual results:
Nothing, url bar is not focused, even if the page has no search field.
You can see the blue border on the url bar for a fraction of a second before the page is loaded.
Expected results:
We should be able to open a new tab and immediately type in the url bar.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
I can confirm this in multiple addons that replace new tab page (tabliss, momentum)
One issue tracking it since 2020-07-09 : https://github.com/joelshepherd/tabliss/issues/264
