Steps to reproduce:
This is on OpenSUSE Tumbleweed with KDE Plasma, with Firefox maximized and title bar disabled.
Move to pointer to the very top of the screen and click a tab.
Actual results:
Most of the time, nothing happens. At this point, nothing happens no matter how many times you click, until you move the pointer. The same happens in a fresh profile.
Expected results:
Firefox should switch to the tab, close it, or open the context menu, depending which button was clicked.

Looks like https://bugzilla.mozilla.org/show_bug.cgi?id=1690313 might be a duplicate?

The same problem also affects the scrollbar on the right.

Duping unless there's indications comment 3 has a separate cause.
