After implementing this, we should enable wpt tests under testing/web-platform/tests/html/cross-origin-opener-policy/navigation-reporting/
(They are not disabled at the moment, but I will disable them soon)
This will probably be a meta-bug and can be a dup of bug 1648450

Tom, can you please disable all navigation-reporting WPTs until we actually have this feature? There are many bugs (e.g. bug 1663929, bug 1656678, bug 1650494, etc.) filed for failures in that directory and those shouldn't need to be looked at separately until we actually have this feature.
