As detailed here we want to create a new index and drop the old timestamp based index.

:eolson and :rbillings tested the index change in stage here.

I ran the load tests on the spanner nodes for 3hrs with these results:
SUCCESSES: 1598918 | FAILURES: 227 | WORKERS: 010

Second round of load tests, ran 4.5hrs: SUCCESSES: 1910638 | FAILURES: 227 | WORKERS: 800
excellent low failure rate
