At the moment CSS images can only have one associated image request. This makes sense, but needs to change for cross-fade to be implemented (bug 546052). As this is a reasonably sizeable change I'm breaking it off into a separate bug / patch that we can track here.

I have a patch ready for this that I'll submit Monday so that it can ruminate over the weekend.

As a prerequisite for cross-fade we need to make it possible for an
image to be associated with multiple image requests. This makes that
change and sets the stage for cross-fade.
