buttons in browser should look XP styled

Reproducible: Always

Steps to Reproduce:
1.load any page that has buttons in IE6 and in Mozilla

Actual Results:  
mozilla hasn't XP styles on buttons, IE6 does

Expected Results:  
it should have it

Standard theme.
