Bug 1264836 added big-endian support without requiring a big-endian icudt67b.dat be checked into the tree. It also needs to update intl/docs/icu.rst, which currently mentions that only a little-endian version is checked in because the big-endian version would be a size hit for a non-tier1 platform.
