In fission cross-origin mochitests, "mochi.xorigin-test" is the
top-level url instead of "mochi.test".
Our pairwise whitelist has to use the right top-level host accordingly
to make testcase work.

Add mochi.xorigin-test to whitelistHosts pref r=gcp
