Depends on Bug 1655411, because otherwise browser_inspector_fission_frame_navigation will fail due to the side effects of allowMatchingRejectionsGlobally (see Bug 1655422)

We can use safeAsyncMethod to swallow highlight/unhighlight failures.

WIP removing all usage of allowMatchingRejectionsGlobally
