1655703 - Can't schedule opt tests on try without --full

No macOS opt mochitest-media (mda-1 and mda-2) (shippable or normal) are available on mach try fuzzy or mach try chooser, or in "Add new jobs (search)" on tree herder. The only way to trigger those was to use the regular "Add new jobs" and find the job in the list.

it appears we need the 'full jobs' checked and then shippable/devtools show up. I am not sure why as we don't need 'full' for normal selection.

It looks to me like almost all of the OS X non-shippable opt tests are hidden by default. I've been poking at related stuff, I can take a look.

I'm not entirely sure who all has made changes recently. Looking at the closed pr's I see this: https://github.com/mozilla/treeherder/pull/6125

Armen or Camd are probably better people to ask.
