spun off bug 921504 which was transformed to insert subtrees support in order to let HTML:inert and inert subtrees riding separate release trains.

I have updated the page for inert in the docs https://wiki.developer.mozilla.org/en-US/docs/Web/API/HTMLElement/inert. Added an entry on the Experimental features page, and updated BCD.

is there any issue tracking the shipping of this feature ? This ticket was marked as fixed when implementing the feature, but it is behind a flag and so not shipped.
