It appears as though Telemetry::CaptureStack is unused. The CrashReporter uses its own machinery, as does BHR... no one's asking to capture an arbitrary stack these days, and nothing except a test is calling for it.
Let's remove it so Project FOG doesn't think it's a feature it needs to support.
