The toggle will set each of the header & footer settings to empty strings when unchecked, and populate them with defaults when checked.

- Add lazy service getter for the PrintSettingsService in PrintUtils
- Separate out the global, printer and prefs defaults when getting print settings so we can have a representative default print settings object to grab values from
- Make the backrounds and header/footer fields use a common <setting-checkbox> custom element
- Wire up the viewSettings get and set operations to allow a 'printFootersHeaders' setting to proxy for the whole list of settings we'll update to/from
