I have verified that the following static top sites are displayed as default experience on the "Import" slide from the "about:welcome" page, depending on the Firefox locale:
- For Firefox Nightly en-US (Build ID: 20200806033456), region "US", the following websites are displayed:
- "https://www.youtube.com/", "https://www.facebook.com/", "https://www.amazon.com/", "https://www.reddit.com/" , "https://www.wikipedia.org/". - For Firefox Nightly RU (Build ID: 20200806033456), region "RU", the following websites are displayed:
- "https://vk.com/", "https://www.youtube.com/", "https://ok.ru/", "https://www.avito.ru/", "https://www.aliexpress.com/".
I've done the verification on Windows 10, macOS 10.15, and Ubuntu Linux 18.04.

I have verified this enhancement and I can confirm that the static "Top Sites" are displayed on the "Import" slide of the "about:welcome" page.
Verified using the latest Firefox Beta (80.0b7 Build ID - 20200811133449) installed on Windows 10 x64, Mac 10.15, and Ubuntu 18.04 x64.
