Steps to reproduce:

Hit ctrl-tab, observe new popup. This is because 1473595 apparently was just activated for me

Actual results:

Only 6 tabs are listed in an apparently random order (maybe recently used?). There is no way via keyboard to access any of the other tabs listed

Expected results:

Tabs should be listed in the order listed in the browser.

Short term: revert #1473595
Longer term: restore the pop-up, but tab through entire list of tabs, in the order they are in the browser

I should mention - this appears to follow the Windows UI for this, which is a fine goal, but the windows UI for windows shows all open windows, not just the recently used ones
