Steps to reproduce:
As a user of Enigmalil, after having a bad experience on Thunderbird 78.0 with incomplete OpenPGP, I tried to set it on 78.1.
Actual results:
1. The migration process is still sloppy, because it never finishes. After it asked the PGP passphrase on the two steps, it finally said that it could not import my keys.
Then I killed Thunderbird and ran it again. This time it didn’t say it can’t import, but it just stalls on the last import window and never ends.
2. I tried to import my key directly. After I selected my key from the disk, it first asks my passphrase, then it stalls again.
See the two windows that stalled for at least 10 minutes, then I killed Thunderbird and reverted to Thunderbird 68.11.0 that works.
There seems to be no crash report file.
Expected results:
Import keys correctly, either by migration or direct import.
Thunderbird versions should be released when they are tested to work. 78.0.0 didn’t, 78.1.0 is barely better.

There was some problem fixed in the migration, maybe this was that.
Anyway, this is not a bug in Thunderbird core per se, since the migration is taken care of by Enigmail.
I'd think more information is required to know if this was the problem fixed, or if it's something different.
“maybe” is not a test nor a confirmation. I have to open a new bug for the same problem, because this bug is now closed and nothing is fixed in 78.1.1.
If “more information is required”, then what information do you need? Just ask.
Also, you misread the bug. It’s not all about Enigmail migration, but it’s also about the new PGP function in Thunderbird. The image shows it.
