1657104 - Implement resource-update between ResourceWatcher and Watcher Actor

Network and storage resource may both use onResourceUpdated pattern.
So that it would be useful to land this feature within the ResourceWatcher and Watcher actor early so that both bugs can be worked on with this feature built-in in mozilla-central.
