After discussion we've decided to just enable this everywhere and use Normandy to disable if needed.

Actually Romain can you confirm this is ok? It turns out to be slightly more complicated to enable on beta and not release since the last "betas" are actually built as release builds.

Yes. The context reveals that there's a strange sequence here. In order,
Mossop pushed an updated patch
Mossop commented "we're going to do this everywhere"
Mossop then plans changes, ostensibly blocking landing
I don't want to contact Dave on his parental leave so I'm going to interpret the "planned changes" as being waiting for the NI in #c3, which Rachel has greenlit in #c4.
I'll land this now.
