Steps to reproduce:

  1. update vs2019 to version 16.7.0 or later
  2. Try to build using VS2019

Actual results:

Build fails saying minimum clan version supported is 1.0.0.0

Expected results:

Build should complete, but the real fix is to have mach bootstrap supply clang version 10.0.0 under windows at least.
