JS_WEB_PARSER_COMPILE_LAZY_AFTER_MS probe [1] and JS_PRIVILEGED_PARSER_COMPILE_LAZY_AFTER_MS probe [2] has been expired.
We should remove the probe and related code around ScriptSource and compilation.
This helps simplifying stencil instantiation and make it separate from bytecode compilation.

If not, I'll remove them.
