Steps to reproduce:

The forward/backward buttons don't work on my mouse. The exact same buttons on the same mouse work without issue in Chrome. I have a https://www.amazon.com/gp/product/B013WC0P2A/ref=ppx_yo_dt_b_asin_title_o08_s01?ie=UTF8&psc=1 mouse, macOS 10.15.4. Everything else with the mouse works fine.

Actual results:

No effect.

Expected results:

Should move the history forward/backward.

Update: the buttons do in fact do something! They open up this weird scroll mode that has a little circle icon popup thing. Please make it stop!

Reproduced on Firefox Nightly 81.0a1 (2020-08-20), beta 80.0 and release 79.0.
