To keep this simple, I would imagine we could just add another column to the list of current webhooks on the user preferences page for this. A new column labeled "Enabled" with a check box that is checked for enabled and unchecke for disabled. Next to the column for remove. Thoughts?

I've been working on this today and I did that but with a select button instead a checkbox, and maybe is better in order to don't confuse with the checkbox to remove webhooks.
