• Backport debug_client opt (73e799f1, closes #779)

We want to test firefox-ios's quota handling behavior but it's currently unable to test against stage (due to a regression). 0.4.3 backports the SYNC_LIMITS__DEBUG_CLIENT (tested against stage last week) for this purpose and also includes a minor sentry client upgrade.

Thanks Phil. I'd added it here in 1657748 and will close that bug out now as a dupe of this one.

The SYNC_LIMITS__DEBUG_CLIENT we need for this one in production is 157673256.

Setting this as a p1 as (if possible), it would be great to get this deployed today for testing to confirm this week that we're safe to proceed without client side changes.
