Steps to reproduce:
Trying to send encrypted email to a person with email address "example@something.com", while their PGP key does not contain a UID with that email address. Wanted to manually select key out of list of available keys.
Actual results:
It appears to be impossible to manually select a recipient key with the new built-in thunderbird pgp functionality.
Expected results:
Previously, with Enigmail, there was a UI path to manually select a key and to associate it with an email address for future use. I think it should be incorporated into the current functionality, since it is a not uncommon situation.

I think you were previously using Enigmail's Per-Recipient Rules. With these, one can define an alias mail address and associate keys that are used for encryption when sending mail to this alias. If this is what you are referring to, consider following bug 1644085 which is a request for an equivalent feature that could also help in your use case.
Yes, per-recipient-rules sounds right. Thank you for the note, I will follow the other bug since it seems it is working on reintroducing the functionality that used to exist in enigmail.
