Steps to reproduce:
After enabling dark theme (built-in, from Customize) on Win7/8/2012...
Actual results:
Dark theme doesn't apply to Library/downloads/preferences/about:config. Tested on multiple PCs/VMs running Windows.
Expected results:
Tested the same functionality on Win10/2016/2019 and these areas of the UI are themed/dark. See screenshot comparison attached.

FYI, I found a way to fix it, using this flag in about:config
ui.systemUsesDarkTheme = 1
