Generally we should update the search configuration straight away when the experiment preference changes - at the moment, we'll only apply it for a new session, or when there's an update to the search configuration.

Verified as fixed with Firefox 81 beta 2 under Win 10 64-bit, Ubuntu 18.04 64-bit and Mac OSX 10.15.
