Steps to Reproduce:

  1. Visit https://www.cnn.com/2020/08/22/politics/jo-rae-perkins-qanon-oregon-senate-race/index.html
  2. Scroll up and down page using touchpad

Expected Results:

Smooth scrolling.

Actual Results:

Lots of judder.

Number of cores: 2

Amount of memory (RAM): 8GB

It looks like there's only 2 cores here and the pageload is drowning out the compositor and the renderer thread (It's certainly drowning out the profiler), potentially those may have to run at a higher priority to address this, or possibly WR should be faster.

Is this better if you disable WebRender?

Jeff, perhaps a little better without WebRender. Initially, there is less judder but more whiting out/checkerboarding (?). After the page has settled, judder seems minimal, though by no means "smooth".

I also upgraded to the latest drivers (got an alert from the Intel tray app) so that may have made a slight difference as well.
