beta-to-release AC is here, it successfuly generating the simulation here. The diff for release looks good.

Beta/Release Uplift Approval Request

• User impact if declined: This needs to land on beta to prevent l10n bumper to run during RC week. Even if beta is closed, I still think it's worth this patch since we'll have 24 * 7 tasks that wil barf on DONTBUILD. Up to Relman but should only be landed on beta.

• Has the fix been verified in Nightly?: Yes
• Needs manual test from QE?: Yes
