Bug 1660933 added a mechanism for migrating pre-existing users with unmodified mousewheel animation speeds to the new, faster, mousewheel animation speed. Currently the migration requires bumping the migrationPercent pref but we can automate this based on the firefox version number to avoid having to do it manually.

This advances the migration by 25% each release, starting in release 83 and
completing in 86. The migration code can be removed in the 86 nightly cycle
(or anytime after that).
