STR:

  1. Visit https://www.mozilla.org/en-US/privacy/firefox/
  2. Open the print dialog
  3. Change the destination to "Save to PDF"
  4. Change the scale to 50%
  5. Save the PDF

ER: The preview and the resulting PDF should look the same. The content should have 50% size, but fill the whole page
AR: The resulting PDF only fills half the page.

Yeah. Martin, this is macOS only I'm guessing.

Correct, I can reproduce this on mac, but not on Windows.
