Headers/footers don't appear when saving to PDF with margins set to None

  1. Open new tab-modal print preview.
  2. Select "Save to PDF."
  3. Select margins as "None."
  4. Enable printing of headers/footers.
  5. Note headers/footers are "pushed off the page" when margins are set to None for PDF output.

I'm unable to reproduce this with my physical printers. Assuming the unwritable margins for that device are non-zero so the headers/footers get pushed in enough.

It appears generally that headers and footers ignore the page margins.

Notes

  • Only tested on macOS 10.15.6.

On Chromium, when the margin is changed to "None", the option to enable headers and footers will disappear from the dialog. We should do that, I think.
