If a device tries to send a command (ie, a tab) and we fail to deliver the push notification, we will mark the target device as having an expired endpoint. When that device notices it has an expired endpoint, it should poll for missed commands because there's a good chance the one that caused us to notice the expiry is sitting there waiting.
