Steps to reproduce:
When HTTPS-Only mode is disabled, FF allows to use self-signed certificate at localhost.
But when HTTPS-Only mode is enabled, certificate warning just don't show up, instead FF says that this website doesn't has HTTPS version at all.
HTTPS-Only disabled. I can proceed with self-signed certificate.
HTTPS-Only enabled. Can't proceed, the only way to accept self-signed certificate is to disable HTTPS-Only.

Hi! Thanks for reporting this and for testing HTTPS-Only Mode!
I'm certain that this issue has been resolved with bug 1661077, which will come with Firefox 82, which is still in Nightly. So I will mark this bug as a duplicate.
