Steps to reproduce:
When in Private Browsing mode, attempted to pin a Top Site to Home Screen.
Actual results:
Blue bar appears at the bottom indicating success of adding site, but Home Screen does not show the newly added site.
Expected results:
Site should have been pinned in the Top Sites.

For clarification, this is when trying to add a site you are currently on as a pinned Top Site from the page actions. Not converting a Top Site to a pinned Top Site.
