So, just for fun I tried triggering this test suite on android-em on a try push for bug 1626278, and it seems to work fine:

Here's a push for the base revision; there's a fair chance that this failure doesn't show up when just the webrtc wpt are run, since that's a common pattern with these wpt intermittents:

I'm still narrowing this down, but the current range I'm working on does not contain anything media or webrtc related besides bug 1665933, which is a test-case that was intended to repro a crash down in VideoStreamEncoder, which is code we use from webrtc.org. I bet this is what we're hitting here.

Recent updates of expectations of web-platform-tests set expected results on Android as "OK" and "CRASH". This will need manual adjustment for Try pushes.
