devtools.target-switching.enabled should be considered as true automatically when fission.autostart is set to true.
This also means that the user needs to flip fission.autostart only to test the browser + DevTools with Fission enabled.
This should be ready for Fission Nightly experiment starting Sep 30

For reference the logic driving the contenttoolbox pref is handled in isFissionContentToolboxEnabled (https://searchfox.org/mozilla-central/rev/76a83d0a218837ba6937d6a0fac51cb0008c2334/devtools/client/framework/devtools.js#846). The implementation here will probably be similar (edited)
