I figured it's easier to land this in our tree for now while we review and polish the language / examples etc. We can submit it to the csswg github after that is done...

FYI, the Overview.html file is generated like so:

Overview.html is a generated file using a third-party template we don't control. So there's nothing we can do about that. Please re-land.

In this case, please add an exclusion rule to prevent the file from getting linted.
