Steps to reproduce:
I sent an encrypted email to an user of Symantec Encryption Desktop who replied.
Actual results:
Reply from Symantec Encryption Desktop is displayed in wrong encoding.
Expected results:
The same email is displayed correctly in Thunderbird 68.x with Enigmail.

Marcel, thanks for the report and the test message.
I understand that in your screenshot, the first line is the "expected" display, and the second line shows the "broken" display, right?
Using your test message, I see the second (broken) line shown.
If I back out locally, I see the first line from your screenshot.
This is a regression from bug 1659443.
I suggest that we back out bug 1659443 and try to find a better fix.

Yes, in the screenshot, the first line is expected display and second one is actual (broken) display.

User impact if declined: International users cannot read decrypted messages in their language
Testing completed (on c-c, etc.): Backout, so code is known to have worked previously.
Risk to taking this patch (and alternatives if risky): minimal, but restores slowness
