When using the default java plug-in in Chimera (2002-09-03 build), the applet in http://www.espnstar.com is positioned higher than expected. The OS is 10.2. When using the Apple provided java plug-in, this does not happen.
Confirmed using the 2002-09-04-05 NB. Applet is rendered shifted up with the MRJ plugin which overlaps "TV Times" heading. Enlarging the window size will reposition applet.

WorksForMe using Chimera/2002090205 on 10.1.5. Similar to bug 158015?
Yes, the real content shifting is similar. However ,that problem happens on both 10.1.X and 10.2. This applet shifting issue only occurs in 10.2 using our MRJ plugin.

Can the terrible mess which occurs when dragging the scrollbar with a Java applet on the page be addressed as part of this bug, or should I open a new one?
I expect the mess you describe is the applet not clipping to the window correctly when scrolled. I expect these items will be fixed together.

Yes ! Verified in the 2002-10-04-04 NB.

Looks fine on http://cityguide-deutschland.com/koblenz/1024x768.html now as well. But the coordinate system inside the applet is still off by about half an inch. Click right into the square in the map overview at the top right and you'll land way north of where you clicked. Works fine in IE.
That click problem is already filed as bug 165496.
