Details
Currently a webhook owner is not notified if their hook is failing for any reason. They can see an error account from the webhooks preferences tab but they would need to check it manually.
Bugzilla should send an email notification that the hook has failed after either certain number of times or for a period of time. We should only send mail once for now and in the future possibly disable the hook automaticatly if it is not fixed by the owner after a specific period of time.
