Steps to reproduce:

Open a Firefox window in maximised mode. Search for some text with Ctrl+F. Press previous so that the message "Reached top of page, continued from bottom" appears". Then resize the window so it only takes half the screen width, say.

Actual results:

The find bar does not resize because of the message "Reached top of page..." and the close button is cut off.

Expected results:

The search bar should have resized properly by replacing relevant sections of the message "Reached top of page..." with an ellipsis.

This has nothing to do with resizing? The problem also happens when starting Firefox with a smaller window width and then searching.

Sure. I was just reporting how I produced the bug.
