URLs to download Terminology, Translation Memory and Translations all use different URL schemas. We should unify them as much as possible.

Status quo:

Terminology
/terminology/${locale}.tbx

Translation Memory
/${locale}/${project}/${locale}.${project}.tmx

Translations
/download/?code=${locale}&slug=${project}&part=${resource}

Proposed change:

Terminology (unchanged)
/terminology/${locale}.tbx

Translation Memory
/translation-memory/${locale}.${project}.tmx

Translations
/translations/?code=${locale}&slug=${project}&part=${resource}

We should also update the docs:
