Steps to reproduce:

1. Launch Firefox
2. Resize the browser in order to make it smaller
3. Search a random string using the mega bar

Actual result:
One-offs search engines are not displayed on the dropdown search list because the dropdown is cut off

Expected result:
Dropdown search list should overlap the browser in order to be displayed one-off search engines.

I'm duping to bug 1597222 even if that won't exactly solve this problem. We accepted this can happen when we changed the urlbar from being a panel/popup to be a simple html box. The intent of bug 1597222 is to ensure the fact urlbar is overflowing is clear to the user so they can resize the window.
