This document was imported from MDN and contained very outdated/incorrect information, so I took a pass to replace or remove the stuff that is obviously wrong.
I'm still uncertain about what place this documentation should have in our overall documentation story, but the information here seems relevant and useful to a certain subset of developers so this seems like a good first step.
