Steps to reproduce:

I updated my Mac - this update required 2 restarts, 1 for apps, the 2nd for OS update.

Actual results:

Firefox blocks being closed, unlike Chrome which seems to respond to some kind of shutdown signal from the OS.
After the first update, Firefox restarted, along with Chrome. Chrome retained all it's tabs, Firefox had an 'Updated' splash page.
The 2nd update the asked to restart my computer, so I did the same.
Firefox blocked this again, so manually closed and restart continued.
After restart, there was no 'Restore previous session' tab and the 'Recently Closed Tabs / Windows' menu was empty.
Chrome restored all it's tabs.

Expected results:

I have about 3 Firefox windows open with approx 20 tabs. I now have to look through my history / try to remember which ones were open so I can retrieve them again.
Firefox should maintain the tab history better - maybe automatically like Chrome does, although memory usage is more of a consideration with FF.
If the browser has been updated, I care more about restoring my tabs than seeing a splash page.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
