Bug 1668304 - Bump mingw-clang builds to clang 11 r?tjr

This is needed to unblock an ANGLE update we're trying to take on ESR this cycle. I've also confirmed with Tom that the Tor folks are OK with taking this bump. Approved for 78.9esr.
