Currently we handle it the same as overflow:visible but we should ignore any overflow in an axis where we apply clip (per nsIFrame::ShouldApplyOverflowClipping)

This should be a fairly trivial fix, patch coming up...

RESOLVED: scrollWidth/scrollHeight ignore overflow:clip when computing the value

I think that means our current behavior is correct then.
