We introduced WEB_ENGINE_NAMES to distinguish engines that search the Web from engines that search a specific site. The string Search with <engine name> is used throughout Urlbar code. This should be changed to read Search <engine name> for engines not in WEB_ENGINE_NAMES and should stay Search with <engine name> for engines that are.

As I said on Slack, the "with" is not there by mistake, it is there because engines like "MSN Search" ended up creating "Search MSN Search" strings that looked bad.
