Request is to have the product point to the /whatsnew page in the Firefox 82.0 release and show it (WNP).

All users coming from <82.0 and receiving the 82.0 release should be shown the WNP82.0 page.

Users in any en-* locale will be shown shown the content in the WNP 82.0 page (we'll assign that content to the WNP URL). https://www.mozilla.org/firefox/82.0/whatsnew/all/

Users in any other non-en locale that has a fallback WNP will be shown a fallback WNP. (EXAMPLE: https://www.mozilla.org/de/firefox/100.0/whatsnew/all/, https://www.mozilla.org/ar/firefox/100.0/whatsnew/all/)

for locales w/o a fallback WNP, they should not be shown a page (does not default to en-US).

Update: We are not permitted to promote VPN in China. On the website, at request time, we will redirect en users with Chinese IPs to the fallback WNP. I have updated the test plan in the JIRA ticket to describe this. It should not require any change to release.

I think what we're missing here is the list of locales with fallback WNP, which we'll need before Monday morning.

The fallback locales can be found here excluding en-CA and en-GB, so a total of 52 locales.
