166895 - Browser won't load, small Alert message window appears but has no content

Build Identifier: 1.1.0.2002090404

mozilla-win32-installer-sea.exe installer on top of previous build.  Browser 
doesn't load, instead, a tiny Alert dialog box show in the upper left corner of 
the screen.  The dialog is only big enough for the title and close X, there is 
no content inside the box.  The only possible action is to click the close X.  
The browser window never appears.  Doesn't matter if Quick load is enabled or 
not.  

Reproducible: Always

Steps to Reproduce:
1. Start browser.  Splash appears.

Actual Results:  
2. Empty Alert appears.  close.  Second empty alert appears.  close.
3. No browser.


Expected Results:  
Browser window should open.

Please search before you file a bug.

I searched all bugs in the last 7 days with "alert" in the summary and i found
many dupes pointing to bug 165199
